Lump under Quail's rear

I was feeding my birds today and noticed that one of the male quails has a lump near it's butt. It feels soft so I'm thinking its either a cyst or hernia. Is there way I can fix this? I don't have a vet.

Welcome to BYC. First of all I am not familiar with quail, but it looks like a hernia to me.
