Major humidity problem...

So this is my secconed hatch in this incubator. It's old as the hills and still air. I am on day 6 and I can not for the life of me get my humidity past 20%! I candled today and my air cells seem too large. I have a paper plate full of water and 4 sponges in there I don't have room to add water anywhere else... Any advice??
 
Is your humidity gauge accurate and working? The Sahara Desert averages 25% humidity, so I have to wonder if your gauge is correct with what you claim to be doing with the plate and sponges... You can get a spray bottle and every so often open up the incubator and mist the inside and walls, this should drive the humidity up to near 90% within minutes and give you an idea if your gauge is working at all...
