Making Photos Larger

I think I have a break through, but can't make sure.

Is there anyone on here who knows how to take a small photo and make it larger? Having some blurriness is fine, but I can't tell well enough.

Please, I am more than happy to email this photo, but it ties into the horse case in the Other Pets and Livestock area.
