Male quail not mating

I haven't been breeding quails for a while after I got my layers set. The youngest batch is about a year old where I kept only a few males.

Now the hens are getting old and production dropped, I decide to hatch more eggs. I haven't seen any mating or foam for a long while.

Anyone got any idea? Are my roosters hopeless?
 
It is early in the year and they may not have started if you haven't been providing supplemental light. My boys just started crowing again a couple weeks ago, and I've just started seeing them get frisky with the girls until this week.
 
It may be as @Nabiki said, too cold and dark to get frisky. Maybe a few more weeks, depending where you live.

Or, if your male is older, time to switch him out. I culled an older one, only to find raisins in place of the usual inside.
 
I'll give it 2 more weeks time then test a few eggs in the incubator, hopefully they are fertile.
