Male tries to mate but female don't

I have 3 japanese quail.1 male and 2 females.The male mates with one female.But when he tries to mate with the another female,she runs away.She doesn't want to mate.Why?

Mating can be rough, or she just doesn't want to.

I have seen my quail mating total 32 times.

It could be she doesn't like him or she sees it as an attack.
