Mallard Standing in the Road for over an two hours

Hey all. I am usually a chicken lady and I know absolutely nothing about ducks. There is a wild duck standing in the road and he has been there for over two hours now. We pulled our car up very close to him and he still didn’t move but a few inches. He doesn’t seem to be hurt but I don’t know what else it would be.

Do you have a ordinance control or a rescue near by that can come and check him out?
If he is wild, you can’t grab him and help, you can get into trouble with the DNR.
Was there any evidence of a female near by?
