Mama scared of pipping egg

Hi I need some advice. Mama sat on 2 eggs, yesterday was day 21 and one started piping. Mama seems scared and is just standing there. We put a heating pad underneath the eggs overnight as they were cold. Now 12 hours later the chick is still chirping, I felt movement in the egg when I went to check progress of hatching; no further cracking. I do not have an incubator and mom still doesn’t respond to the pipping egg. At what point do I intervene? And what do I do?
 
What's the broody doing exactly? Is she sitting on the eggs, or has she abandoned the nest completely?

How is the chick doing now? Has it pipped any further? If not, check if the chick is still OK, and go from there; at this point it's 24 hours after the first external pip, so it should at the very least, have progressed a bit.

What do you mean by the mum not responding to the chick? All of mine make vocalizations before, during, and after pipping, but some do not feel comfortable doing it in the presence of humans. If what you're talking about is mum not assisting the chick in hatching, then don't worry about it much. Mum knows when or if she needs to assist, even the inexperienced ones
 
What is the mom doing....is she still setting on the eggs or has she abandoned them? Its normal to hear the chick calling mom from the egg, this signals her its almost hatch time. If mom has abandoned the eggs, you will need an incubator to finish the hatch. If she's still setting, things should be on track.
 
A few hours after I posted this she came to her senses again. For over 12 hours she had been standing on the other side of the ‘maternity ward’ dog kennel I hand them in, and eggs were cold.
But then she seemed to snap out of it, went over to the one egg that was piping and pecked at it which caused the chick to chirp very loudly, then she kicked some shavings around, got comfortable and rolled both eggs back under her!!!
4 hours after she put them under her, chick hatched!!! She’s doing her mama thing well again and keeping it warm.
The other egg hasn’t made any sounds so I’m thinking it died inside as it had been developing well right along when I candled it. I’ll let her sit on it another day or so I guess and we’ll see?? Unless someone advises differently?
 
Here she is with her first baby!! We will see if egg #2 is just delayed or if it has passed.

Glad to her the chick hatched, congratulations! You could candle again, and see what's going on. Leaving it one or two more days doesn't hurt either
 
That's good news!

For the second egg, see what she does, if she leaves the nest with the one baby and abandons the unhatched egg, candle it and see if there's any life. If there is no no movement and no internal pip, it may have quit.
