Marans with no wattles or comb

I bought two Marans who were the same age and size. The blue copper recently started laying, but the black copper, who is fully grown, has not developed a comb or wattles. Does this mean she will not lay?

Different breeds are slow/moderate/fast maturing. It can just be the individual. Ever know a boy or girl that was a late bloomer?

Marans are medium. You don't say how old they are.
