Mareks? Cyst? something else? help!

So I noticed about a month ago that my easter egger was losing feathers in a ring around her neck and thought it was lice or feather picking. About a week or 2 ago I noticed a bump developing under her beak on a neck. It jiggles when she walks. other than that she and my other 3 chickens seem fine. is it mareks? I would think if it was she would be dead by now or at least in bad shape. Shes as energetic as ever. Shes very flighty so its hard to get a good picture of her, but this is the best I could do for now.

it doesnt look like mareks, correct? Im getting 15 new chicks in a month and don't want it to spread to them if it is marek's. they will be vaccinated but still... and thanks for your response.
 
Mareks usually shows up at about 5 months, and they end up unable to walk, I have had a few with it, we culled them, it never showed up in any other birds but the ones that came from the same sources, one was tractor supply, the other was a swap meet guy, all my hatchery birds have never had it, I did freak out initially, but I have learned it seems to have been limited to these sourced birds, though I still have birds from both sources, I don't vaccinate, I haven't seen it since, though if I did I would just cull the individual.
