It also sounds like she is targeting you - being that you have groups of birds missing - again, her bringing them one at a time to that person down the road could be covering for the fact that she is taking themf rom you

I highly suggest you contain them in a fenced in area with a lock on it

What that woman did was wrong, wrong, wrong! And, even when she's proven wrong by her superiors, she makes up lies to prove that she was right! Are the animal control people in that town elected? If so, I would get some people in that town together to get her out. Now that you got your birds back, maybe you can raise some stink with the media around there especially since you've had problems with missing birds like you said. I wonder if anyone else has had a problem with her and missing birds.
 
I'd also install locks and cameras. This situation was "wrong" in so many ways it's insane.

Definitely time for a security camera. Run it on a loop; you only need to look at footage if something seems "off" or if birds or missing. Definitely post No Trespassing signs and put locks on all outbuildings. Ask your neighbors to keep an eye out for anything suspicious or out of the ordinary; do the same for them. Email or write the NPIP tester (you want a written record) and ask him to comment on your birds and any testing he did or stated that he wanted to do. (I am not sure there IS any NPIP testing for peafowl?)

Get a paper trail started.

Keep the peas quarantined.
 
I'm glad you got your peas back, the game cameras are good advice, make sure they can't be reached easily or they are the ones that do video silently and are out of sight. Also, from what it sounds like is the AC officer has been busted by you stealing birds. You might also file a police report with your local agency because this lady (term used loosely) did violate several laws (trespassing, abuse of power, etc.). Plus, many jurisdictions don't take to kindly to "outsiders" playing cop in their own backyard. Hopefully this is the last you have to deal with her. Personally I would hope she would come back to my property and try to "break the law" again, especially if I were home, I would be calling the police dept. and asking if they wanted to come pick her up or do they want me to transport her down to the jail and if so would I get my handcuffs back (yes really) because I had placed her under citizen's arrest.
