Mine just started jumping on the pullets and he is 16 weeks old. They don't like it and he isn't successful so maybe that doesn't answer your question... but he's trying.

The cockerels will start the behavior when the mood strikes. The hens won't be receptive until they reach sexual maturity. Until then, they will buck him off.

It will work itself out.
