Mating to young?

We have 4 month old gold lace wynedettes and a year and a half old rhode island red rooster and it seems he is trying to mate with them but they run from him and when he does get them they don't seem big enough for him to be able to stand on their backs....advice? Is it to early?

It is a little too young. Do you have older hens or not? I've had standard roos try to breed tiny bantam hens without causing injury, but it is stressful on them.
