Mature For Their Age?

The other day I saw two of these little guys:

(three week old mixed breeds) jumping at each other with their feathers sticking up and their claws out. I think it was the white one in the front and the brown one on the far left. Are they supposed to do that at their age? Also, are they all boys?
 
The 4 on the left (1 brown, 3 white) all have pretty noticeable comb development, so I'm guessing they might be boys.

If they're mixed breeds without any sort of game fowl in them they're probably just play fighting.
 
Just wondering why. Never seen roosters do that until they’re much older.
