Mean chicken!?

I introduced a new chicken to my flock of four and the weakest chicken in the pecking order is not having this new member and constantly attacks this new chicken everytime she eats or drinks. There is 5 chickens total no roosters. The newest member always submits or runs away but its sad seeing them latch on her feathers like that theyve been together now in the same coop for 6 months any advice would be greatly appreciated

oh..that sounds bad. :hit Have you tried separating the bullied bird away but in the same run. This way the bully can not bully her but still can see her. I always do this for new birds. Its never not worked!!
 
Also, more space, and an extra feeder and waterer away from the other ones.
How big is your coop and run? Birds need enough personal space, and room to avoid others, which may not be available in a smaller coop.
Are they eating layer plus treats, or an all-flock feed with separate oyster shell? Do they get out to range and be busy?
