I hate to say this but it looks like a roo to me! I just had to re-home 2 roo silkies. One started to crow at 14 weeks, he was very sweet. The other one was very aggressive and never mastered the crowing thing. He tried about a month after the first one crowed, but it sounded like he was moaning in pain. They were both the same age just developed at different rates. I can't have roos where I live and didn't want my kids to get hurt. I found a farm in the next town to take them. I have to say the girls are more relaxed now.
 
Silky roos usually start crowing waay later than other breeds (from what I hear). Typical to start crowing at 6 months.

I have a little RIR bantam roo that is 8 months old and has never crowed, and he is a boy..just no crowing yet.


Looks like a boy to me!
