Are mearns quail "protected" in Arizona?

where could i get some around here?
i found one person witht them for sale, it was 325.00 a pair
His email is [email protected] this was last year so i dont know any more. also mearns quail dont learn to eat on thier own so you will have to hand feed them as chicks.
