Usually for this sort of thing to be legal - there has to be an intermediary. For instance - it's perfectly legal in most states to sell the bird live, and deliver it to a USDA certified butcher/slaughterhouse and have the buyer pick it up there - but legally you're selling to the butcher and the butcher is selling to the customer - even when the customer hands the money directly to you.Actually, in my state, not sure about the OP, what they are doing is legal. You are selling the bird as a live bird and then processing for free.
I don't see any exemptions in the USDA or Missouri code about charging for slaughter - the law seems pretty clear here.
I see the same sort of logic with people selling alcohol, live animals on ebay, etc (buy the bottle and you get the alcohol for free - buy the $100 tshirt and get the concert ticket free, etc) - usually they leave you alone, but you do enough of it and the authorities come after you.
