Temperature can absolutely be a factor with laying.
When it's nice, my regulars lay for 2 days, take a day off, then back for 2.
It's been so hot lately they have pretty much dropped to 1 egg every 2 or 3 days.
As for the neighbors dog... I learned when I had goats (in Arkansas and many other states) if a dog is coming on to your property and threatening your animals, you have the right to dispatch the dog. Look up your local laws in the matter, then talk to your neighbor.
You might be forced to take appropriate action.
