Midget chicken?

I have 2 production type brown egg layer pullets (breed: Isa Brown) I think they're about 5 months old. One is approaching hen size and is clucking. The other is half her size and still peeping, and is behind in development in every way. I know that it is not lack of food, because I feed those two specially. What's up? She's perfectly happy and healthy, she just seems to be 3 months younger than her buddy!
 
Maybe the hatchery messed up the order and gave you a bantam version?

No, they're the same age for sure. As far as I know, out of 16 chicks this is the only one with this problem. And Isa's don't come in bantam.
Oh well, just another one of my "special" chickens. I still love her!
 
I have a baby chick that should be about 6 weeks old. Mini Me is still the size of a baby chick. The chicks are to be Frizzles. Two are about 3 times the size and are about a week older. This one has 2 other sisters about the same age. Out of these, one of them turned out to be a Silkie with darker skin and very little feathering on the chest. The two that are about the same age are twice the size. What would be up with that? Oh, she eats like a horse. LOL Any comments or help would be appreciated!
