Minimal Run Dimensions?

I finally bought some wood for my run, hopefully will buy some chicken wire this week. I need advice on run dimensions. I am thinking of making it 3 feet wide by 2 feet high by about 6-9 feet long. At 2 feet high will it be high enough?
 
How many hens will be in it first off? 2ft will not be high enough unless you are housing bantams. 3-4 feet would be the minimum height for large fowl (they will want some room to jump up, flap their wings etc)
 
3 hens is all I am allowed to keep in my city. That is what I was worried about, do they want to flap around and such.
 
3x10' would be the absolute minimum. 4/5/6 x 10' would be much better though. If you really had to keep it low 3' would be the minimum' 4 would be better though.

I can probably do 3.5 to 4 feet high, part of it will be based on how high my fence is. I am assuming 3 feet is wide enough, though?
 
You will be ok with 3 foot wide and 3 foot tall but you will need to cover the run with wire so they can't fly out.

Definitely will be covered. Just trying to figure the dimensions for a run and make it creative so I can move it all around the yard if I like. I have a few good ideas as to design, just need to know more about sizing :-)
