Missing neck feathers???

I agree with @aart . It does look like something ripped the feathers out, either a predator or she got caught somewhere (which is less likely) and they were ripped out in her escape.

Possibly but I haven’t seen or heard of much predator activity in this area

You may never find out how it happened.
Don't think it's a health risk or anything can that needs, or can be done, about it.
Just keep an eye on it and her for more patches or picking.
If feathers were fully plucked out, they should start to regrow within a week or so....
...or they may not grow back until her next molt.
