No, it is not.
When using quotes, the end quote follows the period at the end of a sentence, or the comma in the middle of a sentence.
It depends on whether you are using American English or the Queen's English. I don't know why, but I tend to use British spelling and writing styles, and in those, it is correct to put the period after the quotes.

It makes me feel better to know that my putting periods after end quotes isn't entirely incorrect, then.

But if you do that, remember, you should also be spelling things like colour, neighbour, criticise, etc. the proper, British way.
