mixing different age poults

I have three poults from different hatches that I would eventually like to pen together. But they peck at each other (eyes) pretty hard. What age would it be safe to mix them? The oldest is 3 weeks.

dark light, not white (picking) they will catch up to each other real soon. older birds can be real hard on new hatched they sleep alot, olders walk on little guys! tom
