Modesto Millings Game Bird Starter vs Grower/Adult

I'm thinking about getting quails so I started looking for a food that is organic.

Their starter is 28% protein while their grower/Adult is 20%

Should I feed the quails the starter formula their whole life? Or transition? Or mix half and half which will give a protein of 24%?

For layers/breeders, I use 28% until they are 10-12 weeks old and then switch over to a local 21% non-GMO feed that I have milled.

Extra boys get 28% until the first signs of crowing. I switch them over to the 21% until the madness (20 birds crowing at 5AM is my idea of madness) ends on butcher day.

My 28% is the typical Purina Gamebird Starter, so I like to put them on the non-GMO feed since you are what you eat and I prefer not to eat Purina birds. I also raise the extra males on grass in a tractor since they eat a lot of grass as well and that's good for them and me.

It's okay to feed them the 28% their whole lives, but it is usually more expensive and they poop out some of the protein. Some research says it stresses the liver (if I remember correctly) as well.
