Can the hens molt anytime of the year?? Notice more feathers then normal and 2nd day with no eggs
 
do you have pictures of the chickens being discussed?

losing some feathers are normal for hens-- but to the point of bare skin might be something else..
 
Technically yes, they can molt anytime. Late summer/fall is normal molting though. I have one who is already finishing up and at least one who is getting ready to start. They also typically don't lay while in molt, or sometimes just before. Check them over, top to bottom. If it's molting, you will see new blood feathers coming in. Usually starting around the neck area.
Also, it will look like someone had a pillow fight with down pillows in your coop and run
