Molting, bullying or disease?

I have nine hens, six black Ostralorps and three sexlinks. Three of my hands are looking pretty shabby never really came out of their first molt. They are about two years old. This year I’m only getting about four eggs a day last year I averaged eight to nine.
The one that looks, the worst has an extremely pale comb. Feathers are starting to grow back. One is missing back feathers and I know that she is being pecked. I just don't know who is pecking. I’m thinking a couple of these hens haven’t laid in almost 6 to 9 months and I’m trying to decide if it’s fixable or if they need to be culled.

Any thoughts?

The bird or birds that are in perfect feather are the ones that are feather pecking/plucking your flock. It's a bad habit that can sometimes be corrected through the use of Pin Less Peepers and the addition of protein to their diet.
