does anybody know why my momma goat has started to realy slow down on her milk after just three weeks of giving birth to twins?
she was putting out a quart a day. i only milked her once a day because of the baby's. and i introduced them to hay a week ago, and a little grain three days ago. because they are growing, do you think they are drinking more milk, and there just isnt much left when i go to milk her?

Yep, mostly likely those kids are drinking a lot more milk. At three weeks, even if they are nibbling on other things, milk is still the biggest part of their diet. As kids grow, their need for nutrition increases with their size. So yea, she likely isn't producing less milk, they're just drinking more.

If you want to milk her, you can separate the kids from her at night. Then, milk her out in the morning, and give them back to her for the day. They are at the age where they should be fine for that.
