Monogamous cockerel???

I have a flock of 11 pullets approx 19-20wks and a cockerel same age. Only one pullet has laid an egg ( 1 egg so far). This pullet seems to be the cockerels favorite. I have seen that he attempts to mate with her. ( was mating her before she laid her egg) He isn’t forceful. He has paid NO attention to any of the other pullets. A couple of the pullets even seem to be trying to get his attention, circling him, clucking. I am thankful he is not chasing down all the pullets like a hormone crazed cockerel. Just surprised he is not attempting to mate any others at all. Thoughts??
The pullet doesn’t seem to mind his attention, they hang out together a lot.
He is RIR cross meat bird. She is RIR. I have another RIR, 3 Plymouth rocks, and rest are golden comets.
FYI- coup 10x12, run 12x12 and 40x40 fenced yard. Feeding grower feed with oyster shell on side.
 
If he's only paying attention your mature pullet I would take that as a good sign! A good male won't mate hens/pullets that aren't laying. He may be a keeper!
I hope so, he doesn’t seem to rough with her and if she goes to walk away he lets her. He keeps his distance from me and doesn’t seem too aggressive. He is territorial of his yard with anyone but me. I am the only one who is around them daily.
 
Some breeds are more inclined to be this way..But it's unusual. Serama often pair off even when kept in big groups because most breeders keep them in pairs and have for a lot of years. It's just how they are.

It's more likely that the hen he is mating is a favorite and is sexually mature. Roosters do have favorites, But he should still Mount the others when they are ready for him.
