This is likely an attempt by one or the other animal welfare organisations to stop the rearing and keeping of chickens, especially "PET" chickens.

Holy crap! I thought that they were supposed to keep making the “farming” laws BETTER, not completely worse! And a permit for growing a veggie garden!? No offense, but whoever came up with those rules is a wack job!
