Mottled blue pullet?

I have a bantam cochin pullet 6 weeks old that is mostly dark blue with some white feathers on her feet and her breast. Her head isn't totally feathered yet.... Is this called mottled? What are the genetics of the mottled colouration? HOw do you get it in the first place and how do you pass it on?

SHe will loose those white feathersnext molt, sometimes black/blue chicks will sport a few white feathers when they feather out but quickly loose them. With a mottled bird you get a sort of penguin looking chick when they first feather out and then they molt into the typical mottled pattern.
 
Ok great! SO I have a blue pullet that has a few white feathers, she was really confusing me I must say...
