Moulting twice in a year?

I have an almost 2 year old Welsummer hen who appears to be moulting; lost the big upright tail feathers and looking very scruffy around the neck. Laying seems to be off too. It looks like moulting to me, but I'd swear both my Welsummers moulted in the fall. Do chickens ever moult both fall and spring? I don't see signs of lice or other external parasites. Anything else I should consider?

Chickens can moult twice a year, and rarely once every 2 years. Here is some further information:
