Mountain Quail 09 Hatch Cant Stand Up

I bought a pair of Mountain quails and when they arrived today I opened the shipping box and the female cant stand on her feet she just sits, Any suggestions to why she wont stand its been over 8 hours, I added Tri Vi Sol to her water and also added another bowl of water with a little sugar in it and nothing....Think she had a stroke or egg bound?

Might be is she eating or drinking? If not use a dropper and just dribble some along her beak (don't force her though). You might want to assume she has a respiratory infection maybe and give her some antibiotic.?
