movement in egg on hatch day?

So today is supposed to be day 21 and nothing happened. I started with 12 eggs, went down to 4...decided to candle today (carefully) since nothing was happening, and saw (don't know how I missed it on Friday) 1 bad egg so I tossed it....down to 3 now. Out of those three I candled 2 were hard to tell if anything was going on, just dark with some veins near the air sac, but the third one had obvious movement in it. I know to be patient but should it still be moving around that much or is it underdeveloped and therefore probably not going to make it. Also, should I wait until Friday before tossing them if they don't hatch?

Had a rough start with this batch and temps...hoping my EE and golden maran ones that are due to hatch on Easter have a better run (trying to hard not to candle until Wednesday, day 10).
 
If you can still see veins near the air sac that is good as it means the chicks are still alive. Give them a bit longer - there is still hope for them at this stage.
