I candled some eggs today and while I was moving the eggs, the air pocket was moving too! Is this a sign they won't hatch?

it's called a detached air cell, and -usually- they won't hatch. =/ most of them don't even develop, and if they do, the air cell is so wonky that the chick has trouble hatching. it CAN happen, but it's not the norm.

ETA - usually it detaches during rough handling or shipping. i've never seen it with my own eggs, i always get at least one with shipped eggs.

I had several like that in my shipment of eggs, and none developed at all. But I'm not an expert. This was my first hatch.
