Mulch vs sand in duck run

Would sand or pine mulch be better to cover gravel in duck run? About 3' of the run was an old parking area off my driveway so it has the nice size gravel about 7" deep.. Tried to dig it up but thats waaaay to time consuming.

We are going to use coarse sand in our duck pen over gravel. That way I can scoop the poop; I found a brand-new dog pooper-scooper at a yard sale for $2. My DH drilled holes in it so it's like a litter box scoop; it should work great.

I use mulch, it good for them foraging, responds well to water. and spraying it with a hose pipe on highest setting, will get rid of any poo. I is also very cheap to replace.
