Muscovy wing clipping and minimum fence height?

I have this adult Muscovy duck that I’m currently keeping in large aviary which is completely enclosed. I am planning on creating an outside pen for my duck. If I clip only one side of its wings, can it still fly a few feet high? I have this metal playpen used for dogs and it is about 30” tall. Will my duck fly over it if one side of its wings are clipped?
 
Is a fence height of 30inches good enough?
I have a Muscovy female that I clipped her one wing and she climbed over a 4'wooden fence. Clipped both and she never did it again. They can climb really well being their tree ducks.
 
30" is not high enough. My ducks flap then climb right over with both wings clipped. Cover the top with netting and if the duck is by herself get her another duck friend.
