Sure. Muscovy ducks are much nicer to each other than mallards are, in my experience, and when there are no competing drakes, you can get away with a lower male/female ratio.

Still, what you need does depend on individual ducks, so keep an eye out for trouble.

Speaking of Muscovy being nicer... I am thinking about getting a drake for my two lady muscovy. I imagine one drake will be plenty - but do you know the best way to introduce them?
 
With temp fencing so he is on one side them on the other. Let them live side by side for a while [you'll know when] just watch how they react to each other. Once they have gotten use to each other then let them out together and toss some kind of snack they really like so they are eating together.
