Oops lol sorry I read it wrong! From the looks of his leg I would agree that it looks like something was on its leg. I asked the owners and they said that there was no bands on their chicks legs.

Something as simple as a horse hair, fishing monofilament, or piece of thread can cut off circulation and do that sort of damage.
