my BB rooster has raspy breathing

This is a dangerous problem. Here are some of the issues it may have:

Infection in the lungs (respiratory but not apparent in the nose or eyes)
Gapeworms
Ammonia poisoning
Smoke inhalation
Fowl Pox

Many of these can be healed up if caught in time. A dirty or poorly aired-out coop can cause ammonia problems, smoke from a fire or fireworks can cause smoke inhalation, fowl pox can be detected by bumps in the mouth and throat. As for gapeworms, I'm not sure how to detect those.

It depends on what is causing it. Respiratory infection should be treated with antibiotics. I've only used antibiotics on chickens a couple times, so I'm not sure what would be best to use.
