My Button Quail is sick?!

First of all, Quinn is a male. You can tell by the rust colored feathers on his hind body. This means he is not egg bound, which would have been my first guess if it was female. As he is male, my guess is the other males chased him and he flew up and boinked into the top of the enclosure, damaging his head. How long ha it been since you separated him? Is he still eating?
The most important thing is to keep him warm. A heat lamp or similar would be good. I'd give his belly a good feel, perhaps compare to one of the others, to make sure nothing feels off - he could be sitting in the water to soothe some kind of swelling, constipation or something. If that does not seem to be the case, I'd keep him out of the water - use a different bowl that's either higher, has a smaller diameter or something.
He doesn't look too good to me, but if he's still eating, he might make it. If he doesn't eat, you probably need to feed him to give him a chance. Dissolve some feed in water and drip a little of it on/in his beak - be careful to let him swallow before you give more, or it could get into his airways.

To prevent this from happening again, you shouldn't keep more than one male in an enclosure that has females. Males can live peacefully together, but if there are females in the cage they will be competing for them. So I'd either separate them into a male group and a female group (I can help with the sexing if needed) or separate them into male/female pairs.
