My chicken looks like a penguin

This baby is almost 4 weeks old (about 3.5)
And I have no clue what breed she is. The hatchery claims she’s a rare breed but I can’t find out what she is! She’s absolutely beautiful if she’s rare or not but I just want to know her breed. If anyone can help me out please comment below!!! Thank you so much
