My chicken scratching hole in his neck

I have a barred rock that has scrathed his neck open. It's pretty bad. I originally thought that the others were pecking it (they are all about 4-5 weeks old and still in the brooder getting ready for the coop. It was not nearly as bad yesterday. I isolated it and used peroxide and neosporin and this morning, it was very much worse. I saw him scratching it and he has blood on his claw so it's apparent she's doing it to herself. What to do? This looks pretty nasty now. Thanks.

If she was pecking I would say blue kote, but since she is scratching you have to cover it.

That's what I was thinking, but what would I use? Can you actually cover it with something that won't make her scratch more around it to get it off? Thanks.
