My chickens keep eating my vegetable garden

Does anyone know how to keep chickens out of my garden? The chickens are all free-range. I put up a small white fence. The garden is in a planter box. The just seem to fly right over them little fence. The fence is pretty small maybe 10 inches high.

We garden for market. We fence out both the chickens and the deer.
