my duck has a under developed lower bill

My duck was born normal or it seemed however her lower bill never grew. Its about half the size as the upper bill. Is there anything that can be done about this. She is full grown now, and she is getting enough to eat, but it take a lot of effort. Does anyone know Can this be repaired???

I'm not sure the condition you are talking about can be repaired, but as I do not know much about ducks, don't just rely on my word. You ,ay want to try posting your question on the duck thread.
