My EE seem so small compared to my other pullets

So, I have Buff Orpingtons (1 pullet 1 cockerel), 2 Cochins, 2 Sex Links, and 1 Leghorn. They are 23wks old. My EE are 18wks old, but compared to where my older ones were at this age they are small. They have had the same diet, same environment, etc, so I didn't do anything different. They have just always been small. Is it "normal" for EE to be smaller? They were sold to me as Ameraucanas, which I later found out they aren't. I don't know what they're mixed with, but I was told they're EE.



For comparison, here's one around the same age from the older chicks


The pictures aren't that "great", but you can see the bigs are definitely bigger than the littles are at around same age.
 
Oh, and I didn't/don't compare Oreo (my cockerel) to the others because he's bigger, and suppose to be, than the others.
