My female pekin is putting her wings out and head down

the last couple days I have noticed my little girl (19 week old pekin) has been acting strange, really lazy, not walking much, a few steps, then stretches out both wings, curls her tail under, and puts her face to the ground. I think it's a little too early for eggs, so I'm really worried she's sick. She has eaten but not much, and she has pooped which made me feel a bit better. I put her in a warm tub and she swam and flapped around and seemed happy in there. This is all new to me, I feel like a horrible duck mom.
