Does this look like it may have the frizzle gene? Grace is about 3 weeks old. Rooster is RIR/silkie mix and I believe the mom is a light brahma.

OP mentioned the dad was a RIR/Silkie. The Silkie could have been a bearded Silkie.Something else going on in the mix as the chick has a beard and muffs.
No, I do not believe it is frizzled. One parent would need to be frizzled as well. Sometimes chicks just get a funky first set of feathers. They will likely regrow smooth after her first molt.
