MY FODDER WONT GROW!

I began some wheat fodder in 5-gallon buckets. I did everything right. I drilled lots of holes in the bottom of each bucket, I soaked them for 24 hours, put them into the buckets, and am watering twice a day. It's been over a week, and basically they havent sprouted at all. They are whole wheat seeds. No matter where I store them they just wont sprout. They are in the house, atv68-75 degrees. I even took the buckets apart and gave them a few hours of indirect sun. I've kept the deeds moist, but not in standing water. I'm ready to throw everything out and forget about it. HELP PLEASE!
 
As long as you had viable seed, my guess is that your initial soak was too long. 4-8 hours is sufficient. A 24 hour soak will waterlog the seed inhibiting sprouting.
Use a 6 hour soak and try again. Let me know how it works. Sounds like the rest of your practice is OK.
