My hen is pecking her feathers off!

Hi, I have a problem, this morning i went into my chooks roosting hen house and i could see the beginning of her feathers, kind of like flaky skin, all over the coop, its on the ends of her feathers that have seem to be molted off. She has recently finished her Autumn molt and hasn't shed any feathers in the past couple of days so I am a bit concerned as how have these come off. I don't know if it is from my other chook or if it is stress or just the 'Pecking order' as I have never seen her do this. Please give me advice as how to fix it, as I don't want the issue to result in cannibalism.

The "flakes" is probably the new feathers breaking out of the sheaths ... its normal.
