So these chicks are less than a week old therefore I am unsure if you can answer my questions. Order was 6 female Whiting True Blues (WTB) and a surprise chick.

1. Has anyone ever heard of a WTB with feathered legs?

2. Can you help me identify the possible breed of the red chick?

3. Which do you think is my surprise chick?

WTBs should not have feathered legs. The blue chick is probably an olive egger or Marans.

The second chick looks to be an olive egger. I say that because I think it will be barred, not a characteristic of WTBs.

Substitutions are pretty common for hatcheries.
